ACSH took part in the discussion of the "Strategy for the Development of the Civil Service until 2030" of the Republic of Uzbekistan
On April 30, 2021, the Agency for the Development of Public Service under the President of the Republic of Uzbekistan has organized an international online seminar to discuss the "Strategy for the development of the civil service until 2030”.
The seminar was opened with a welcoming speech by First Deputy Director of the Agency for the Development of Public Service under the President of the Republic of Uzbekistan Mr. Otabek Khasanov. The Chairman of the Steering Committee of the Astana Civil Service Hub Mr. Alikhan Baimenov, Director of the Anti-Corruption Agency of the Republic of Uzbekistan Mr. Akmal Burkhanov and Deputy Minister of Finance of the Republic of Uzbekistan Mr. Jamshid Abruyev have also delivered their welcoming notes.
Mr. Baimenov in his speech noted the need to provide transparent methods for the selection and promotion of personnel based on the principle of meritocracy. He also stressed the importance of delineation of powers between the bodies responsible for the development and implementation of policy in the field of civil service. Speaking about the institutional aspects of public administration, he noted that the principle of balance of powers, responsibility and resources are one of the important conditions for ensuring the effectiveness of administrative systems.
The main report that included the key aspects of the Strategy were made by the Head of the Department of the Civil Service Development Agency under the President of the Republic of Uzbekistan Mr. Abdikhamid Tamikayev.
The online seminar was also attended by international experts and practitioners, including Vice-Rector of the Russian Academy of National Economy and Public Administration under the President of the Russian Federation Mr. Andrey Margolin, Counselor of the GIZ program in Uzbekistan Ms. Christine Kore-Perkone, Director of International Cooperation Division at the Ministry of Personnel Management of the Republic of Korea Mr. Shin In-Chul, Head of Operation Section at the EU delegation in Uzbekistan Mr. François Begeot, Technical Advisor at the Astana Civil Service Hub Mr. Maksut Uteshev, President of the Coordination Council of the Association of the HR Managers in Kazakhstan Ms. Gulmira Raisova and Senior Governance & Public Sector Specialist at Europe and Central Asia at the World Bank Group Mr. Alex Appiah-Koranteng.
In particular, Ms. Raisova said that today “one of the most important functions of HR is to help organizations in the management of change,” and that the use of change management technologies really helps to make the planned strategies a reality, suggesting that it should be taken into account in the Strategy. She also mentioned that the Association of HR Managers of Kazakhstan jointly with the ACSH is working on a project to raise personnel management in government agencies to a strategic level and change functions from operational and order accounting to human resource management functions.
