Innovation and Transparency in Assessment Systems: Outcomes of the Baku International Conference

On April 9–10 this year, Baku hosted the International Scientific-Practical Conference "Assessment Systems: Trust, Transparency, and Innovations," attended by Alikhan Baimenov, Chairman of the Steering Committee of the Astana Civil Service Hub (ACSH).

The conference was dedicated to the 10th anniversary of the State Examination Center of Azerbaijan (SEC). The event brought together over 200 representatives from Azerbaijan, Turkey, Kazakhstan, Kyrgyzstan, Uzbekistan, Tajikistan, Egypt, South Africa, and Kenya, as well as several international organizations.

Delivering the opening remarks, Alikhan Baimenov noted: "We have witnessed that the experience of the State Examination Center of Azerbaijan generates significant interest and is being closely studied by representatives of the Hub's member countries. The Astana Civil Service Hub platform is always ready to support and facilitate this process of mutual learning and enrichment."

During the event, experts and practitioners discussed the strategic role of assessment in modern educational systems, mass examinations, personnel policy in the digital age, and competency-based assessment approaches.

One of the key outcomes of the forum was the signing of a Letter of Intent to strengthen cooperation between the examination centers of the member states of the Organization of Turkic States. The document solidifies the parties' commitment to a long-term institutional partnership in the field of educational assessment.
