Hub participated in the Fifth Meeting of the Heads of Agencies Responsible for HR Development of the Member States of Organisation of Turkic States

On 18 September 2026, the Fifth Meeting of the Heads of Agencies Responsible for Human Resources Development of the Member States of the Organization of Turkic States (OTS) was held in Khankendi, Azerbaijan.

The meeting focused on “Human Resources in the Era of Digitalization and Artificial Intelligence: Development, Perspectives and Challenges.” It brought together heads of respective agencies and public administration academies from OTS member states, OTS Deputy Secretary General Mr. Nuru Guliyev, and Chairman of the Steering Committee of the Astana Civil Service Hub Mr. Alikhan Baimenov.

During discussions on civil service development, Alikhan Baimenov presented the preliminary results of the ACSH’s study, “Comparison of Civil Service Systems in OTS Countries.” The study aims to systematically compare the national civil service systems of the five OTS member states, identify common features and differences in approaches, as well as best practices that could be adapted in other countries.

During the meeting, an agreement was reached to continue the research in cooperation with the relevant government authorities of OTS member states and to discuss its findings at one of the subsequent meetings.
