ACSH and the Government of Azerbaijan jointly held a workshop focusing on successful cases and global trends in e-Government Development
A two-day workshop on "e-Government Development in Azerbaijan: Challenges, Partnership and Prospects" was held in Baku on 25 – 26 July, where more than 50 civil servants and practitioners from Azerbaijan, Estonia, the Republic of Korea and the Bosnia and Herzegovina, along with leading experts from the UN DESA, the ITU, the OECD and the Word Bank exchanged best practices in digital government development.
The workshop was a joint initiative of the Innovation and Digital Development Agency under the Ministry of Digital Development and Transport of the Republic of Azerbaijan, the Astana Civil Service Hub (ACSH) and the United Nations Development Program (UNDP) of Kazakhstan.
The opening ceremony featured speeches by Ms. Inara Valiyeva, the Acting Chairperson of the Innovation and Digital Development Agency, Mr. Alikhan Baimenov, Chairman of the Steering Committee of Astana Civil Service Hub, Mr. Vincenzo Aguaro, Chief of the Digital Government Branch of the UN DESA, and Ms. Natalia Mochu, Regional Director of the International Telecommunication Union.
In his welcoming remarks, Mr. Alikhan Baimenov emphasized about the importance of cooperation and exchange of best practices for better digital government transformation. He also noted that "new digital tools and the data revolution offer a great potential to increase efficiency, transparency, accountability, and ultimately citizen trust, by directly impacting the quality of public service provision and management of government bodies. At the same time, the development of an e-Government system requires a proper legal framework. This includes addressing the digital divide and safeguarding personal information. Throughout this process, citizens’ rights and freedoms should be placed at the forefront”.
On the first day of the event, participants familiarized with Azerbaijan's achievements in e-Government development and discussed plans, challenges, and opportunities for collaboration among countries and organizations. Participants also visited the Azerbaijani Cyber Security Center and the ASAN Service Center, where they learned about key initiatives of both institutions and their roles in advancing e-Government.
During the second day, international experts shared their experiences and insights related to accelerating the implementation and addressing challenges in e-Government, improving citizen services, and fostering cooperation between the public and private sectors for comprehensive digital transformation. The keynote speaker Mr. Vincenzo Aguaro presented the main findings of the 2022 E-Government Survey, which encompassed global, regional, and national trends in the field. During interactive sessions, international experts showcased successful case studies of digital government development from various countries around the world.
The workshop successfully served as a productive platform, bringing together international and local practitioners to discuss the digital transformation of government and chart a roadmap for future efforts.
