Akimat of Turkistan applies innovations during the quarantine period
With the support of the Astana Civil Service Hub, the akimat of Turkistan introduced easy to use system of online registration of entry, exit and movement of citizens in the city during the quarantine period.
The Astana Civil Service Hub (ACSH), based on the studied innovative solutions and on the basis of its mission, has been supporting the government agencies with information on new technologies that are being applied in a number of countries to respond to COVID-2019. In particular, information about the systems of online registration of citizens’ movement introduced in Azerbaijan, Greece and UAE were shared with the Government, ministries, and akimats of Kazakhstan.
Based on the experience of Azerbaijan, the akimat of Turkistan has developed its own system for online registration of citizens’ movement. The new system helps citizens of Turkistan to get online permissions to leave the place of residence in order to purchase food and other daily necessities, as well as medicines; to receive urgent medical treatment; to go to work for those working in life support organizations; and participate in the funeral procession. The innovative solution was provided by the State Agency for Public Service and Social Innovations under the President of the Republic of Azerbaijan per the request of the ACSH.
“The undertaking of the akimat of Turkistan is an example of the use of information technology in the interests of citizens. At the same time, this example clearly demonstrates the importance of the international exchange of experience and knowledge sharing”, said Mr. Alikhan Baimenov, the Chairman of the Steering Committee of the ACSH.
Considering the importance of knowledge and experience sharing during the pandemic, the ACSH has launched a special online platform and calls practitioners of the Peer-to-Peer Learning Alliances to share innovative solutions, methodologies and applied technologies to successfully confront the global threat.
To date, the ACSH has received practical cases from Azerbaijan, Armenia, Kazakhstan and the Republic of Korea. The cases exemplify the effective COVID-related solutions undertaken by the governments of the countries and IT sector in the field of digitalization, medicine, distance learning and the economy. All shared materials will be disseminated among the participating countries of the ACSH. In addition, the «Coronavirus (COVID-2019)» database has been created on the Hub’s website, which includes country reports with statistical indicators and other facts related to the coronavirus pandemic.

The ACSH has created three Peer-to-Peer (P2P) Learning Alliance, which operate on a peer-to-peer principle basis. The "P2P Learning Alliance on Public Service Delivery" with practitioners of Azerbaijan, Georgia and Kazakhstan was launched in 2016. The second “P2P Learning Alliance on e-Government Development” with experts of Armenia, Azerbaijan, Estonia, Georgia, Kazakhstan, Kyrgyzstan, Uzbekistan, and the OECD was created in 2018. Last year, the third Alliance on Transformation and Innovations in Governance was created with the practitioners of Georgia, Armenia, Ukraine, Azerbaijan, Kyrgyzstan, Tajikistan, and Kazakhstan. The P2P Learning Alliances have been created and operates based on the methodology of the Effective Institutions Platform (EIP), the Secretariat, which consist of representatives of the OECD’s Governance for Development Team.
